China’s call for a ‘fair’ deal means a mini deal, minus any agreement on the nextgen tech issue. Trump’s ‘big deal’ will mean no tech issue resolution. So why is Trump now willing to take what’s on the table (same as last May 2019) and forego his ‘big deal’?
